HOPS was founded with the vision of starting a new generation of marine stewardship through powered ocean observation.

Ocean water with hills in the distance, wind energy infrastructure on the hill, clouds in the sky, and some mist or spray near the shoreline.

Historically, the ocean has been treated as a vast energy desert, where activities are limited to the energy you can bring from shore. Transporting energy from onshore for use offshore has limited our understanding of the ocean, our ability to observe and respond to transient events, and our ability to observe and track objects of interest.
